CLEVELAND, OH – Mayors in the USA are not equipped or trained in international relations and it’s not within the duties of Ohio mayors to engage in international diplomacy. But since 1957 a “program” left by President Dwight D. Eisenhower encourages mayors untrained in foreign relations to create “information exchanging” relationships with unknown officials and unregistered espionage-trained agents of foreign governments from nations that are spying in the USA.
The mayors may not know they’re passing on information to unregistered foreign agents who are seeking to acquire information important to this nation’s national defense. Nowhere is this more evident than in Cleveland Mayor Frank Jackson being led into a decision to create a “sister city” relationship with Beit She’an in Palestine on land Soviet immigrants sent there by Josef Stalin in 1947 call “Israel.”
U.S. intelligence agencies have refused to support admitting Israel to its visa waiver program because of “informal” and formal domestic spying. Former National Security Administration (NSA) contractor Edward Snowden’s release of top secret information in 2015 identified Israel’s spying in the U.S. as “pervasive.” The Central Intelligence Agency (CIA) identified the nation’s agents as our #1 spy threat behind Russia and China. Jackson would have no ability to know if the relationship he’s created with agents of the Israeli city is in conflict with CIA and FBI efforts to counter Israel’s espionage or creates a potential US Patriot Act violation.
Cleveland’s sister city relationship with Beit She’an comes with access to the Cleveland Public Library for the foreign government. Section 215 of the US Patriot Act does not exempt libraries and booksellers from surveillance. Granting information and database access to the foreign government could violate the Patriot Act.
In April 2005 testimony to Congress, then FBI Director Robert Mueller testified with U.S. Attorney General Alberto Gonzalez about why libaries were not exempted from surveillance.
” … spies have used public library computers to do research to further their espionage and to communicate with their co-conspirators. For example, Brian Regan, a former TRW employee working at the National Reconnaissance Office, who was convicted of espionage, extensively used computers at five public libraries in Northern Virginia and Maryland to access addresses for the embassies of certain foreign governments.”
There are other characteristics of Cleveland’s relationship with the Israeli city that could spell trouble for the US city’s officials.
Cleveland is the Iraeli city of Beit She’an’s only “sister” in the USA. It’s population is roughly 17,000 or the same as East Cleveland’s … maybe. Demographically, Israel describes the city as 97 percent “Jewish.” 40 Jews lived in Beit She’an before 1948 and the immigration of Soviets from Russia or its territories to Palestine that Josef Stalin declared to be a Jewish homeland.
A war the Soviet immigrants waged against the original Palestinian inhabitants resulted in their being driven from Beit She’an. Jackson would have no way of knowing without access to foreign intelligence that the current mayor of Beit She’an, the first woman, Einat’ Kalisch Rotem. was called by Prime Minister Benjamin Netanyahu and asked not to appoint a Palestinian deputy mayor.
The mayor Rotem replaced, Jacky Levy, is currently under indictment by Israeli authorities for environmental crimes and was a paratrooper in the Israel Defense Forces (IDF). Rotem also served in the IDF. She was initially disqualified as a mayoral candidate in 2018.
Levy’s father, David Levy, was once the nation’s acting prime minister. He was also Israel’s “minister of absorption” and given the duty of indoctrinating Beta Israel or Ethiopian Jews into their minority and “segregated” role under Soviet control.
The mohels or Orthodox Jewish rabbis who suck the blood from a newborn child’s penis during circumsion were caught practicing on the Ethiopians. Poverty in the Ethiopian Jewish community is over 50 percent. They’re brutalized by the Soviets who control the police. They’re segregated and prohibited from living in “ultra” Orthodox neighborhoods.
Levy served in Israel’s Likkud in addition to the IDF. Unlike the USA, Israel has no constitution. Just “basic laws.” One of the basic laws is the right of an Israeli to engage in any occupation or profession. It’s why prostitution is legal. Rabbis engage in human organ trafficking.
There are virtually no characteristics of the relationship between Cleveland and Beit She’an that suggests compatibility between the two “foreign” municipal governments. Beit She’an just became a “city” in 1999.
Since every able-bodied “Israeli,” including deaf ones, are conscripted into the IDF. The IDF has an intelligence directorate that focuses on information-gathering because the “nation” of Israel has no real defensible borders and is completely compressed and surrounded. Spying to learn of external threats and opponents is vital to its national security.
Chapter 50, Section 851 of the United States Code requires “certain persons” to register with the U.S. Attorney General and file statements if they’ve received instruction or assignments from a government or political party of a foreign country.
Ex-Cleveland councilman and convicted thief Joe Cimperman’s interaction with the foreign government’s possible IDF reservists and agents, and the choice of the US Patriot Act-protected library as focal point for information exchange, should have been questioned by the officials Jackson surrounds himself with for advice.
How did and from whom did Cimperman receive “instruction” to create an “official” relationship between the City of Cleveland and Beit She’an that included granting the foreign municipal government access to the US Patriot Act-protected Cleveland Public Library?
“Except as provided in section 852 of this title, every person who has knowledge of, or has received instruction or assignment in, the espionage, counter-espionage, or sabotage service or tactics of a government of a foreign country or of a foreign political party, shall register with the Attorney General by filing with the Attorney General a registration statement in duplicate, under oath, prepared and filed in such manner and form, and containing such statements, information, or documents pertinent to the purposes and objectives of this subchapter as the Attorney General, having due regard for the national security and the public interest, by regulations prescribes.”
The very nature of the international communications between Global Cleveland’s Joe Cimperman and the foreign government’s officials in Israel and their Cleveland go-betweens implies “guidance.” How did access to the Cleveland Public Library become a focal point of the “foreign government” relationship?
There are no treaties between the US and Israel. The Soviet colony nation’s IDF attacked the USS Liberty in June 1967 and killed 34 U.S. sailors. Another 174 were wounded. It was the second attack the Soviet’s leading “Israel” on Palestinian land engaged in against the U.S. The first was in 1954 under the Lavonne Affair. In both acts of violence against the U.S. the Soviets in Israel were seeking to deceive Americans into believing Egyptians attacked them.
Under federal “espionage” laws found in 18 U.S.C. 794, the sister city relationship Jackson’s being led into with unregistered agents of a foreign municipal government – whose intelligence agents operate in opposition to US interests – could be viewed as troubling.
“Whoever, with intent or reason to believe that it is to be used to the injury of the United States or to the advantage of a foreign nation, communicates, delivers, or transmits, or attempts to communicate, deliver, or transmit, to any foreign government, or to any faction or party or military or naval force within a foreign country, whether recognized or unrecognized by the United States, or to any representative, officer, agent, employee, subject, or citizen thereof, either directly or indirectly, any document, writing, code book, signal book, sketch, photograph, photographic negative, blueprint, plan, map, model, note, instrument, appliance, or information relating to the national defense, shall be punished by death or by imprisonment for any term of years or for life …”
